Bubble Blast is a 
Water-elemental Active Skill. It can also be taught to Pals via its Water Skill Fruit.
Effect
Fires numerous bubbles that slowly pursue an enemy.
Tips
It seems like it isn't that great because it's a slower attack type, but it's a lot faster than similar attacks, and it does a decent amount of damage as well. It does home in on targets, and it does it very well. Although not the greatest, it has decent range. It's also useful when combined with 
Electric skills, due to powering up each other through their status effects. All in all, it's not a bad ability.
