Moonflower Genins are found exclusively in Sakurajima, appearing in small groups that patrol random points on the island. Armed with katanas and fast on their feet, the Genins will relentlessly pursue you once they spot you, and they're able to attack by dashing forward and performing a wide swipe with their weapons. Despite being melee attackers with no long-ranged attacks, the Genins' dashing ability makes it dangerous to fight them at close range, so it's best to try picking them off from a distance. Notably, once a Genin performs his attack, it takes him a moment to regain his stance and start chasing you again, which leaves you a small window to land some hits on the Genin if you manage to dodge his attack.
