Electric-elemental Active Skill. It can also be taught to Pals via its Electric Skill Fruit.

Generates lightning that strikes an enemy three times from above.
Tips
It's a three hit, so wherever you're aiming at, it will hit the next one wherever you're tracking; so if something is moving, you can kind of lead it off. It's slow to go off cooldown, and it doesn't hit that hard, but if you get used to it, it's not that bad. It's also useful when combined with 
Water skills, due to powering up each other through their status effects.
