The Village Chief is an unaffiliated human NPC and, as named, is the chief of the Small Settlement village located in the middle of the Windswept Hills.
Dialogue
The Village Chief will greet you by saying:
Have you ever been attacked by an enemy and lost a Pal?
If you have, try asking the Pal merchant about it; they often find lost Pals.
If your Pal is on the market, you might be able to buy it back.
The Rayne Poaching Group is selling Pals they've poached and stolen to merchants.
Really, what horrible people they are.
I just wish someone could take down their boss...
This dialogue will repeat whenever you speak to them.
